Upstream service sector development

Several years ago the Federal Government of Nigeria set targets for "local content" of 45% by 2006 and 70% by 2010.  Diamant Global estimates that local content in Nigeria's upstream oil and gas sector is around 17% in 2009, well below target.

Diamant Global has assembled a team of industry experts who have experience in building local oil content through technology and skills transfer programmes.  At Diamant Global:

• We arrange financing for local and community based service companies
• We arrange and negotiate skills and technology transfer partnerships with State and local Nigerian companies
• We arrange and negotiate purchase and sales contracts
• We work in partnership with international oil companies who wish to place service contracts with local suppliers

Small scale gas sector development

In Nigeria more than 50% of produced gas is wasted through flaring.  A major Federal driven initiative is underway to develop an implement a Nigeria Gas Master Plan (NGMP) for making better use of Nigeria's abundant resources of gas.

According to their own website (www.ngmproadshow.com/):  "The aspirations of the NGMP are to reposition Nigeria in the shortest possible time as a regional gas supply hub with concurrent presence in the domestic, regional and export market".

Diamant Global believes there are near term opportunities for small scale gas sector development programmes that can have an impact at the community level.  It is estimated that only 40 percent of people in Nigeria have access to electricity. There is a real opportunity for flared gas to be processed and used for cooking, refrigeration and power generation on a small scale.

Small scale refineries

Despite being a major producer of crude oil Nigeria does not have the refining capacity to produce diesel or other fuels needed for the local market.  This result in crude oil being exported refined and re-imported back to Nigeria.

Opportunities exist for small scale (skid mounted) refineries for local production of much needed diesel fuel and other marketable products.

Diamant Global is working with a number of technical and commercial partners, and local Government to design and assess the feasibility to build small scale refineries in Nigeria.
